Excel Opens Without Displaying Workbook

have experienced when you double click an excel file, the excel program running but you can not open the workbook?
a few days ago my friend had such a case, this happened after he opened a ms excel file directly from her outlook email, but then all of a sudden power outage that resulted in his death pc.
after that, every time she opens the excel files, excel program running but it can not open the workbook that she wants.
after looking at the microsoft website, the end I managed to find a solution.
I did the following ways (Ms Excel 2003):
Close the ms outlook.
Start Ms Excel Program
On the Tools menu, click Options.
Under the General tab, click to clear, Ignore other applications, and then click OK.
Quit Excel.
